Welcome to the Housing Choice Voucher Program website of the Economic Improvement Council, Inc.  Our goal is to assist low income families in finding decent, safe, & healthy rental homes at a price they can afford.  We service the ten county area of Camden,Chowan, Currituck, Dare, Gates, Hyde, Pasquotank, Perquimans, Tyrrell, & Washignton counties.  We are happy to announce you may now apply for our program from your home computer, smart phone or any public computer.  They are often available in community centers and public libraries.

Research the COUNTY you are applying for.  The voucher must be used in that county only and cannot be transferred or switched. The online system will automatically close when the application limit is reached.

Housing Choice Voucher Program

 What are Housing Choice Vouchers?

The Housing Choice Voucher program is the federal governments major program for assisting very low-income families, the elderly, and the disable to afford decent, safe, and sanitary housing in the privates market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses, mobile homes, and apartments. The participant is free to choose any house that meets the requirements of the program.

A housing subsidy is paid to the landlord directly by us on behalf of the participating family. The amount of the subsidy is determines by the family income, number of household members, and allowable deduction in combination with the contract rent price and utility cost for the home they select. In general most families contribute approximately 30% of their income towards the cost of rent and utilities.

Additional programs for Housing Choice Voucher program participants may be available such as Family Self Sufficiency. 

image002Am I eligible?

Eligibility for a housing voucher is determined by us based on annual gross income and family size. It is limited to US citizens and specified categories of non-citizens who have eligible immigration status. In general, the family's income may not exceed 50% of the median income for the county in which the family choose to live. By law, we must provide 75 percent of our vouchers to applicants whose incomes do not exceed 30 percent of the area median income OR extremely low income limits..

Interested persons may apply and be placed on a waiting list.  As funding permits, applicants are pulled from the top of the list to verify eligibility.  All applicants for each county are taken by order of date and time.  There are no emergency funds or emergency priorities.  Most families can expect a wait time of 6 to 18 months before reaching the top of the list.
